Well, it would reduce the UV rays BUT you have to remember the "greenhouse effect"--greenhouses don't have the same ventilation as a plant would have outside.

Greenhouses can get super-hot if they're not vented properly.

So while the plants may get reduced UV rays, they could die from the heat if a greenhouse doesn't have vents (and sometimes, fans are needed, too.)

The heat buildup can be good when it's cold but deadly when it's warm.

Yes , some protection from the glass, the bars, the perlins.
Also from overhead water and mist systems.
The shade/heat cloths in many greenhouses provide necessary shade
Basically anything that is over head produces a tiny amount of shade from direct sun.
Even the dirt and dust that settles on the glass is reducing the direct sunlight.
I have been growing in glass,polycarb.. plastic houses for 36 years.
I can tell you when you expose a plant to an outside location for the first time, it flags for a couple of days before it recovers and looks like a million dollars. Well at least my plants look like a million...LOL.
Also, I never burn, my skin is a healthy color, but I never burn inside my houses.
Heaven help me at the beach! I am white Irish, so I fry.
It even makes a difference in humans.

It depends on whether you intend to heat your greenhouse or not. Even a greenhouse will get cold at night if it's not heated. Mine is heated and I start warm weather crops in late Feb. Zone 6b

you will need a grow light system you can buy them but a regular light fixture (commercial type) would do fine hang the lights on small chains with hooks this will let you control the height of your light then you will nee grow light bulbs this you can find on line or even home depot and the watering you can do your self or add a coil of that black Purus hose it lets water out slowly from the entire hose and wind it through your grow table the more reflective foil you can put around the table the better the lights will work also if you can use a kiddy pool or 2 to hold the starter plants in a good moist area and contain the mess...good luck

Pot the baby palms up into pots and line them up on shelves in your garage, but will there be enough light? Will you be hand watering them or are you planning to set up a reticulation system? You could rig up some sort of aerial sprinkler system. The palms will need light though. Great hobby you have.

You are going to be much better off going with a clear or green tinted plastic that is thicker, like the kind pictured below.

Only as a stop gap. The whole point of a glasshouse is to provide a protected environment with the maximum available light. A trash bag will cut down the light, let in more cold than glass and fall to bits very quickly.

It is only about 4' x51/2 ', which is pretty small. That greenhouse is only made to extend the growing season, like starting plants in it in early spring, not for the entire winter season, it is not sturdy enough. A heavy snowwould probably collapse it. It has no floor, and doesn't even look as if it could be fastened to the ground, which means a good stiff wind will blow it away. I wouldn't trust it in my zone 6 garden. Even if you could make it work, you would have to heat it. I have a small ceramic heater in my 6x8' lean to greenhouse, and it costs me about a dollar a day to heat it. That's about $ 30. a month.
If you must have a greenhouse, you would be better off with a lean-to greenhouse against the wall of your garage or your house, but don't waste your money on this one.
